การประเมินโครงการเพิ่มประสิทธิภาพสถานศึกษาที่ต่ำกว่าเกณฑ์

Abstract

บทคัดย่อ การวิจัยครังนี้มีวัตถุประสงค์เพื่อประเมินผลโครงการเพิ่มประสิทธิภาพสถานศึกษาที่ต่ำกว่าเกณฑ์ โดยใช้การประเมินรูปแบบซิปป์ (CIPP Model) ตามความคิดเห็นของครู ผู้บริหารโรงเรียน ผู้ทรงคุณวุฒิวิทยากรและผู้เกี่ยวข้อง ใน 4 ด้าน ได้แก่ ด้านบริบท (Context) ด้านปัจจัยเบื้องต้น (Input) ด้านกระบวนการ (Process) และด้านผลผลิต (Product) แหล่งข้อมูลที่ใช้ในการวิจัยครั้งนี้แบ่งออกเป็น 4 กลุ่ม ดังนี้ 1) กลุ่มที่ให้ข้อมูลตามแบบสอบถามฉบับที่ 1 ได้แก่ ครูและผู้บริหารโรงเรียนที่เข้าร่วมโครงการ จํานวน 500 คน 2) กลุ่มที่ให้ข้อมูลตามแบบสอบถามฉบับที่ 2 ได้แก่ ครูและผู้บริหารโรงเรียนที่ไปศึกษาดูงาน จํานวน 200 คน 3) กลุ่มที่ให้ข้อมูลจากการสัมภาษณ์ ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน ครูและผู้บริหารโรงเรียน จํานวน 40 คน วิทยากร จำนวน 10 คน และผู้เกี่ยวข้อง จำนวน 2 คน 4) กลุ่มที่ให้ข้อมูลจากการสนทนากลุ่ม ได้แก่ ครูและผู้บริหารโรงเรียน จํานวน 200 คน เครื่องมือที่ใช้ในการวิจัยครั้งนี้เป็นแบบสอบถาม แบบสัมภาษณ์ แบบสนทนากลุ่มและแบบบันทึกเอกสาร ที่ผู้วิจัยสร้างขึ้นและผ่านการตรวจสอบคุณภาพอยู่ในเกณฑ์ยอมรับได้ การวิเคราะห์ข้อมูลใช้ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และการวิเคราะห์เนื้อหา(Content analysis) ผลการวิจัยสรุปได้ดังนี้ 1) ด้านบริบท พบว่าผลการประเมินมีความเหมาะสมอยู่ในระดับมาก (= 4.19, S.D. = 0.78)  2) ด้านปัจจัยเบื้องต้น พบว่าผลการประเมินมีความเหมาะสมอยู่ในระดับมาก (= 4.11, S.D. = 0.84)    3) ด้านกระบวนการ พบว่ากระบวนในการฝึกอบรม ผลการประเมินมีความเหมาะสมอยู่ในระดับมาก (= 4.03, S.D. = 0.85) และกระบวนในการศึกษาดูงาน ผลการประเมินมีความเหมาะสมอยู่ในระดับมากที่สุด (= 4.36, S.D. = 0.47) 4) ด้านผลผลิต พบว่าผลการประเมินมีความเหมาะสมอยู่ในระดับมากที่สุด (= 4.31, S.D. = 0.71)   คำสำคัญ : การประเมินโครงการ, การเพิ่มประสิทธิภาพสถานศึกษาที่ต่ำกว่าเกณฑ์ ABSTRACT The objectives of this study was to evaluate the optimization project to schools under the criteria followed the integrated model of the CIPP model under the opinions of teachers, the school principals, qualified members, keynote speakers and the people involved in 4 fields. They were context, input, process and product. The resource of this information of the study consisted of 4 groups. Firstly, 500 teachers and the school principals who joined project used the first questionnaires. Secondly, 200 teachers and the school principals who studied visit used the second questionnaires. Thirdly, 5 qualified members, 40 teachers and the school principals, 10 keynote speakers and 2 the people involved used for the interview. Fourthly, 200 teachers and the school principals used for the focus group. The research instrument were used for the questionnaires, the interview, the focus group and the document record. The statistical techniques employed were percentages, arithmetic mean, standard deviation and content analysis. The research results summarized were as follows : 1) The Context finding was at the high level (= 4.19, S.D. = 0.78). 2) The Input finding was at the high level (= 4.11, S.D. = 0.84).        3) The Process finding showed that, the process management training was at the high level (= 4.03, S.D. = 0.85)  the study visit was at the highest level (= 4.36, S.D. = 0.47). 4) The Product finding was at the highest level (= 4.31, S.D. = 0.71).
