การดำเนินงานโครงการภาษาอังกฤษเพื่อการสื่อสารด้านอาชีพ ของสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย

Abstract

บทคัดย่อ การดำเนินงานโครงการภาษาอังกฤษเพื่อการสื่อสารด้านอาชีพของสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยประจำปีงบประมาณ พ.ศ. 2562 มีวัตถุประสงค์เพื่อศึกษาผลการดำเนินงาน การติดตามผล และการประเมินผลการดำเนินงานโครงการฯโดยใช้แบบรายงานผล แบบสัมภาษณ์ และแบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากผู้ที่เกี่ยวข้อง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ผลการดำเนินงาน พบว่า การดำเนินงานโครงการได้ใช้งบประมาณ จำนวน 43,790,223.28 บาท จากงบประมาณที่ได้รับการจัดสรรทั้งหมด จำนวน 44,840,000 บาท เป้าหมายทั้งสิ้น 37,120 คน เป้าหมายที่ได้ จำนวน 39,658 คน  หลักสูตรอาชีพที่สถานศึกษาพัฒนาขึ้นเองเพื่อใช้ในการอบรมมีจำนวนทั้งสิ้น 1,301 หลักสูตร หลักสูตรการค้าขายใช้ในการอบรมมากที่สุด จำนวน 472 หลักสูตร (ร้อยละ 36.28) รองลงมา คือ การท่องเที่ยว จำนวน 382 หลักสูตร (ร้อยละ 29.36) หน่วยงานภาคีเครือข่าย ที่เข้าร่วมจัดการอบรมจำนวนทั้งสิ้น 1,270 แห่ง หน่วยงานการศึกษาเข้าร่วมจัดการอบรมมากที่สุด จำนวน 525 แห่ง (ร้อยละ 41.34) รองลงมา คือ องค์กรปกครองส่วนท้องถิ่น จำนวน 418 แห่ง (ร้อยละ 32.91) ทั้งนี้ จากการติดตามผลการดำเนินงานโครงการ พบว่า สถานศึกษามีความต้องการให้เปิดหลักสูตรภาษาอื่น ๆ นอกเหนือจากภาษาอังกฤษ และการประเมินผลการดำเนินงานโครงการฯ ในภาพรวมอยู่ในระดับมาก ( = 4.30, S.D. = 0.66) ข้อที่มีค่าเฉลี่ยสูงสุดและอยู่ในระดับมากที่สุด คือ สถานศึกษามีการดำเนินงานตามแผนปฏิบัติการ/โครงการ/กิจกรรม ( = 4.60, S.D. = 0.57) รองลงมา คือ สถานศึกษามีการประชุมชี้แจงแนวทางการดำเนินงานโครงการให้บุคลากรได้รับรู้ร่วมกัน ( = 4.58, S.D. = 0.59) คำสำคัญ: การสื่อสารภาษาอังกฤษ, อาชีพ, สำนักงานส่งเสริมการศึกษานอกระบบ และการศึกษาตามอัธยาศัย. ABSTRACT The purpose of the operation of the English Project for Career Communication of Office of the Non-Formal and Informal Education for fiscal year2019 was to study the project operation, monitoring and evaluation of the project operation. Report forms, interview forms and questionnaires were used as tools to collect data from relevant parties. Frequency, percentage, mean and standard deviation were used to analyze the collected data. The result of this project operation found that the project budget was 43,790,223.28baht from the total allocated budget of 44,840,000 baht.A total of 37,120 people were targeted with 39,658 people. The courses used in the training were 1,301 courses. The most used training course developed by the schools was the trading of 472 courses (36.28%), followed by tourism382 courses (29.36%). There are a total of 1,270 networks institutionsparticipating in the training.The most networks institutions participating in the training were 525 educational institutions (41.34%).followed by the local administrative organizationwere 418 (32.91%). The monitoring of the project operation was found that schools require to the other language courses. The evaluation of the project operation was overall rated to be high level ( = 4.30, S.D. = 0.66). Schools have operations in accordance with action plans/projects/activitiesreceived the highest means rating ( = 4.60, S.D. = 0.57) followed by schools have a meeting to clarify the direction of the project operation for the personnel to get to know together ( = 4.58, S.D. = 0.59).
