กลยุทธ์การพัฒนาจริยธรรมนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และ 2

Abstract

บทคัดย่อ การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาจริยธรรมของนักเรียน 2) ศึกษาสภาพ ปัญหา และปัจจัยที่เกี่ยวข้องกับการพัฒนาจริยธรรมนักเรียน 3) พัฒนากลยุทธ์การพัฒนาจริยธรรมนักเรียนในสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และ 2 และ 4) ประเมินกลยุทธ์ กลุ่มตัวอย่างที่ศึกษา ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 1,005 คน ผู้ให้ข้อมูลในการพัฒนาและประเมินกลยุทธ์ จำนวน 74 คน โดยเลือกแบบเจาะจง เก็บรวบรวมข้อมูลโดยการสนทนากลุ่ม การศึกษาเอกสาร การสัมภาษณ์ การประชุมเชิงปฏิบัติการ 2 ครั้ง การสัมมนาอิงผู้เชี่ยวชาญ และใช้แบบประเมินกลยุทธ์ วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. จริยธรรมของนักเรียน ในภาพรวม มีค่าเฉลี่ยอยู่ในระดับสูงเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยอยู่ในระดับสูง ได้แก่ ความกตัญญูกตเวที ความซื่อสัตย์ และความอดทน และด้านที่มีค่าเฉลี่ยอยู่ในระดับปานกลาง ได้แก่ ความมีวินัย และความรับผิดชอบ 2. สภาพการพัฒนาจริยธรรมนักเรียนในภาพรวม พบว่าโรงเรียนส่วนใหญ่ให้ความสำคัญต่อการพัฒนาจริยธรรมนักเรียน ปัญหาในภาพรวม พบว่า ขาดผู้เชี่ยวชาญ ผู้มีส่วนเกี่ยวข้องมีส่วนร่วมน้อย การขับเคลื่อนไม่ต่อเนื่อง ส่วนปัจจัยที่เกี่ยวข้องในภาพรวม พบว่า จำนวนบุคลากรมีความเพียงพอและมีทัศนคติที่ดีต่อการพัฒนาจริยธรรมนักเรียน วิถีชีวิตและวัฒนธรรมท้องถิ่นเอื้อต่อการพัฒนาจริยธรรมนักเรียน 3. กลยุทธ์การพัฒนาจริยธรรมนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และ 2 ที่พัฒนาขึ้นมี 9กลยุทธ์ ได้แก่ 1) ส่งเสริมการจัดการเรียนรู้ที่เสริมสร้างจริยธรรมที่ดีงาม 2) ขับเคลื่อนกิจกรรมเพื่อสร้างความเข้มแข็งของจริยธรรมนักเรียน 3) ส่งเสริมวิถีชีวิตที่ดีงามตามหลักศาสนาและวัฒนธรรมให้กับนักเรียน 4) พัฒนาการวางแผนการพัฒนา จริยธรรมนักเรียนให้มีคุณภาพ 5) พัฒนาบุคลากรให้เป็นแบบอย่างที่ดี มีความสามารถในการพัฒนาจริยธรรมนักเรียน         6) ขับเคลื่อนแผนพัฒนาจริยธรรมนักเรียนสู่การปฏิบัติอย่างมีประสิทธิภาพ 7) พัฒนาการนิเทศ ติดตาม และประเมินผลการดำเนินงานตามแผนพัฒนาจริยธรรมนักเรียน 8) ส่งเสริมการนำผลการประเมินการดำเนินงานตามแผนพัฒนาจริยธรรมนักเรียนไปปรับปรุงและพัฒนาอย่างต่อเนื่องและ 9) ยกระดับการมีส่วนร่วมของทุกภาคส่วนในการพัฒนาจริยธรรมนักเรียน4.การประเมินกลยุทธ์การพัฒนาจริยธรรมนักเรียนในสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และ 2 พบว่า กลยุทธ์มีความสอดคล้อง ความเหมาะสม อยู่ในระดับมากที่สุด ส่วนความเป็นไปได้และการยอมรับได้อยู่ในระดับมาก คำสำคัญ : กลยุทธ์ / จริยธรรมนักเรียน / สำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และ 2 ABSTRACT The purposes of this research were 1) to study students’ morals, 2) to study the states, the problems and the factors related with the development of students’ morals, 3) to develop the strategic development for students’ moral in Basic schools under KamphaengPhet Educational Service Area Office 1 and 2 and 4) to assess the strategies. The samples consisted of 1005 school administrators and teachers. The 74 respondents for students’ morals development and assessment were obtained by purposive sampling. Data collection was focus group discussion, document study, interview, twice workshop, connoisseurship and strategic assessment.          The data were analyzed using means, standard deviation and content analysis. The results revealed that 1) In general, students’ morals was at the high level. When considering each aspect it was found that gratitude, honesty and tolerance were at the high level. Discipline and responsibility were at the moderate level. 2) In general, the state of the development of students’ moral was found that majority schools notified the importance of students’ morals. The problem of the development of students’ morals was found that there were no experts for the development of student’s moral. Related persons seldom participated in the activities. The process movement was not continuous. In general, the factors related with the development for students’ moral was found that the amount of personnel was sufficient. Personnel had good attitude towards the development of student’s moral. Local living and culture could support the development of students’ moras, 3) The strategic development for student’s moral in Basic schools under Kamphaeng Phet Educational Service Area Office 1 and Office 2 consisted 9 strategies of (1) Supporting learning management for good morals, (2) Activity driving for stable students’ moral. (3) Supporting good living by the principle of religious and culture, (4) Setting good planning for the development of students’ morals. (5) Developing good models for the development of student’s moral. (6) Driving good process of the development of students’ moral plan. (7) Developing the process of evaluation. (8) Reviewing and developing the performances with the results of evaluation and (9) Upgrading all participation in the activities. 4) The evaluation for the strategic development for student’s morals in Basic schools under KamphaengPhet Educational Service Area Office 1 and 2 was found that the agreement and the appropriateness were at the highest level.
