การพัฒนาห้องสมุดประชาชนในภาคตะวันออกเฉียงเหนือไปสู่เกณฑ์มาตรฐาน

Abstract

บทคัดย่อการวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการพัฒนาห้องสมุดประชาชนในภาคตะวันออกเฉียงเหนือ ให้ดำเนินงานได้ตามเกณฑ์มาตรฐานห้องสมุดประชาชน พ.ศ. 2550 ของสมาคมห้องสมุดแห่งประเทศไทยฯ ซึ่งมี 9 ด้าน โดยใช้วิธีวิจัยแบบผสม ได้แก่ การวิจัยเชิงปริมาณ โดยการสำรวจสภาพปัญหาและอุปสรรคการดำเนินงานห้องสมุดประชาชนไปสู่เกณฑ์มาตรฐานห้องสมุดประชาชนในปัจจุบัน กลุ่มตัวอย่างที่ศึกษา คือ ผู้บริหารห้องสมุดประชาชน จำนวน 166 คน และบรรณารักษ์ห้องสมุดประชาชน จำนวน 166 คน และการวิจัยเชิงคุณภาพ โดยศึกษาสภาพการดำเนินงานห้องสมุดประชาชนไปสู่เกณฑ์มาตรฐานห้องสมุดประชาชนที่เป็นเลิศ กลุ่มเป้าหมายที่ศึกษา คือ ผู้บริหารและบรรณารักษ์ที่ปฏิบัติงานในห้องสมุดประชาชน ในสังกัดศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัย 2 แห่ง แห่งละ 2 คน รวมจำนวน 4 คน การวิเคราะห์เนื้อหามีกลุ่มเป้าหมาย ได้แก่ กลุ่มผู้บริหาร จำนวน 3 คน กลุ่มผู้ปฏิบัติการ จำนวน 5 คน และกลุ่มนักวิชาการ จำนวน4 คน รวมจำนวน 12 คน การทดลองใช้มีกลุ่มเป้าหมาย ได้แก่ กลุ่มนักเรียนในโรงเรียนบ้านนาไร่ใหญ่ ตำบลหนองฮางอำเภอม่วงสามสิบ สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 จำนวน 30 คน กลุ่มเกษตรกรผู้ปลูกพืชในหมู่บ้านนาไร่ใหญ่ ตำบลหนองฮาง อำเภอม่วงสามสิบ จังหวัดอุบลราชธานี จำนวน 30 คน รวมจำนวน 60 คน ผลการวิจัยพบว่า สภาพการดำเนินงานไปสู่เกณฑ์มาตรฐานห้องสมุดประชาชนโดยรวมอยู่ในระดับมาก แนวทางการพัฒนาห้องสมุดควรดำเนินการในแต่ละมาตรฐาน ได้แก่ 1) ด้านปรัชญา พันธกิจและวัตถุประสงค์ ซึ่งควรกำหนดโดยการมีส่วนร่วมจากหลายภาคส่วน 2) ด้านการบริหาร ควรยึดหลักความคล่องตัว และยืดหยุ่น 3) ด้านความร่วมมือและเครือข่าย ควรจัดกิจกรรมและใช้ทรัพยากรท้องถิ่น โดยเน้นให้ชุมชนเห็นความสำคัญของการอ่าน 4) ด้านงบประมาณและการเงิน นอกเหนือจากการสนับสนุนงบประมาณจากภาครัฐควรมีการขอรับบริจาค และระดมทุนแหล่งอื่นด้วย 5) ด้านทรัพยากรและสารสนเทศ ควรส่งเสริมความรู้ โดยจัดหาทรัพยากรสารสนเทศหลากหลายรูปแบบ 6) ด้านบริการ ควรให้บริการพื้นฐานทั้งเชิงรุกและเชิงรับ7) ด้านบุคลากรห้องสมุด ควรมีระบบการบริหาร ตามกลไกและกระบวนการปฏิบัติงาน 8) ด้านอาคาร สถานที่ และครุภัณฑ์ควรตั้งอยู่ในพื้นที่ที่เหมาะสม การคมนาคมสะดวก มีวัสดุครุภัณฑ์ที่จำเป็น มีระบบป้องกันสาธารณภัยและระบบรักษาความปลอดภัยที่เหมาะสม และ 9) ด้านการสื่อสารและประชาสัมพันธ์ ควรมีการจัดกิจกรรมประชาสัมพันธ์ที่หลากหลายตามความเหมาะสมของกลุ่มเป้าหมายและสภาพท้องถิ่น ส่วนผลการประเมินความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของเกณฑ์มาตรฐานห้องสมุดประชาชน พบว่ามีความเหมาะสมและความเป็นประโยชน์อยู่ในระดับมาก ความเป็นไปได้อยู่ในระดับมากที่สุด AbstractThe research aimed to study the guidelines for a development of a public library innortheastern Thailand to function according to the 2550 B.E. public library standard criteria ofThailand’s Library Association. The research aimed to study the guidelines to develop the publiclibraries in northeast Thailand to make it able to function according to a standard criterion ofthe public library 2009 (ฺB.E. 2550) of Thailand Library Association. In respect of the quantitativeresearch, the research in this respect was conducted in nine aspects by using a mixed researchmethod. A survey was undertaken to examine problems and obstacles of the public library. Thesamples were 166 library administrators and 166 librarians. As regards a qualitative research, astudy was conducted on the states in which a public library could be standardized into theexcellent public library. The target groups were four administrators and librarians who worked at two public libraries under the center of the non-formal and informal education. As regardsthe content analysis, the target groups were 3 administrators, 5 practitioners and 4 academics.In an experiment, the target groups were 30 students of Ban Naraiyai School in Tambon Nongangof Muangsamsip district under the Office of Ubon Ratchathani Primary Education Service Area1, and 30 farmers of Ban Naraiyai. The research found that the implementation to standardizethe public library was found to be at a high level. The guidelines for the library developmentwere as follows: 1) philosophy, mission and objectives: all these should be determined with theparticipation from other bodies concerned; 2) administration: workability and flexibility should befollowed; 3) cooperation and network: activities should be organized and local resources shouldbe utilized with an emphasis on making the community aware of the importance of reading;4) budget and finance: in addition to the state funding, attempt should be made to securefunds from other sources; 5) resources and information: support should be provided by securinga wide variety of information sources; 6) service: both active and passive service should beavailable; 7) library personnel: an administration should be based on a mechanisms and system;8) buildings and heavy materials available: should be located in an appropriate and convenientsites, there should be necessary heavy materials, there should also be public disasterprevention and security system; 9) good communications and public relations:there should be a wide range of activities according to the target group and local conditions.Based on the result of the evaluation, it was found to be suitable, possible and useful at thehighest level.
