การพัฒนารูปแบบเครือข่ายความร่วมมือด้านวิชาการของสถานศึกษา สังกัด สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน DEVELOPMENT OF ACADEMIC COLLABORATION NETWORK MODEL OF THE OFFICE OF BASIC EDUCATION COMMISSION’ S SCHOOL

Abstract

บทคัดย่อ การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพปัจจุบันของเครือข่ายความร่วมมือด้านวิชาการของสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) ศึกษาองค์ประกอบของเครือข่ายความร่วมมือด้านวิชาการของสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ผู้วิจัยได้ศึกษาและสังเคราะห์แนวคิด ทฤษฎี ผลงานวิจัยที่เกี่ยวข้อง จำแนกประเด็น และนำไปสร้างแบบสัมภาษณ์กึ่งมีโครงสร้างและสัมภาษณ์ผู้เชี่ยวชาญด้านการจัดการศึกษา จำนวน 9 คน ซึ่งได้มาจากการเลือกแบบเจาะจง ผู้วิจัยสังเคราะห์เนื้อหาและกำหนดเป็นรูปแบบเครือข่ายความร่วมมือด้านวิชาการของสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ผลการวิจัยพบว่า 1. สภาพปัจจุบันรูปแบบเครือข่ายความร่วมมือด้านวิชาการของสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มี 5 ด้าน ได้แก่ 1)คุณลักษณะสำคัญของเครือข่ายความร่วมมือด้านวิชาการ 2) ขอบข่ายและภารกิจด้านวิชาการของสถานศึกษา 3) ขั้นตอนการปฏิบัติงานของเครือข่ายความร่วมมือด้านวิชาการ 4) คุณลักษณะที่ดีของแกนนำเครือข่ายความร่วมมือด้านวิชาการ 5) วิธีการพัฒนาสมาชิกของเครือข่ายความร่วมมือด้านวิชาการ 2. องค์ประกอบของเครือข่ายความร่วมมือด้านวิชาการของสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขึ้นพื้นฐาน ด้านคุณลักษณะสำคัญของเครือข่ายความร่วมมือด้านวิชาการ ประกอบด้วย 1) การสร้างวิสัยทัศน์เครือข่ายความร่วมมือด้านวิชาการ 2) การมีส่วนร่วมของสมาชิก 3) การพัฒนาสมาชิกเครือข่ายอย่างต่อเนื่อง 4) การติดตามและประเมินผล ด้านขอบข่ายและภารกิจด้านวิชาการของสถานศึกษา ประกอบด้วย 1) การพัฒนาหลักสูตรสถานศึกษา 2) การพัฒนากระบวนการเรียนรู้ 3) การวัดผลประเมินผล 4) การพัฒนาสื่อ นวัตกรรมและการวิจัย5) การสนับสนุนพัฒนาแหล่งเรียนรู้และวิทยากร 6) การนิเทศการศึกษา 7)การพัฒนาระบบการประกันประสิทธิภาพวิชาการ  ด้านขั้นตอนการปฏิบัติงานของเครือข่ายความร่วมมือด้านวิชาการ  ประกอบด้วย 1) การสร้างพันธสัญญาร่วมกัน 2) การติดต่อประสานงาน 3) การวิเคราะห์ปัญหา 4) การระบุเป้าหมาย 5)การวางแผน จัดทำแผน 6) การดำเนินงานตามแผน   7) การประเมินผลและการรายงาน ด้านคุณลักษณะที่ดีของแกนนำเครือข่ายความร่วมมือด้านวิชาการ ประกอบด้วย 1) มีความกระตือรือร้น 2) มีความคิดสร้างสรรค์ 3) มีความรู้และความเป็นผู้นำทางวิชาการ 4) การมีมนุษยสัมพันธ์ที่ดี    5) มีความเป็นประชาธิปไตย 6) มีความรับผิดชอบ 7) มีความมุ่งมั่นต่อการทำงานให้สำเร็จ ด้านวิธีการพัฒนาสมาชิกของเครือข่ายความร่วมมือด้านวิชาการ ประกอบด้วย 1) สร้างความตระหนัก 2) การอภิปราย บรรยาย 3) ระดมความคิด 4) การศึกษาดูงาน 5) ประชุมปฏิบัติการ 6) การลงมือปฏิบัติงาน   คำสำคัญ: 1) เครือข่าย 2) ความร่วมมือทางวิชาการ 3) สถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน   ABSTRACT This research aimed to study: 1) the Current Conditions of Collaboration network of the Office of Basic Education Commission ‘s schools and 2) the elements of a network of Academic Cooperation of schools belong to the Office of Basic Education Commission. The researcher conducted a semi-structured interview questions by synthesizing related documents and research papers, then interviewing 9 educational experts whom selected  by using purposive sampling method. The Data were analyzed by content analysis to determine the research framework. The findings showed as follows: 1. The Current Conditions of the Academic Collaboration Network of the Office of Basic Education Commission  consisted of 5 factors : 1) the key features of a network of Academic Collaboration 2) The scope and mission of academic institutions. 3) The action steps of a network of academic Partnership 4) The features of the core network of Academic Cooperation and 5) How to develop a member of a network of Academic Collaboration 2. The components of the Academic Collaboration Network of the Office of Basic Education Commission’s schools consisted of 31 elements;  The key features of a network of Academic Collaboration include 1) Create a vision of a networkof Academic Cooperation, 2) The participation of the members3) Developing the Members of the network continuously, 4) Keep track of and a vast Results, The scope and mission of academic institutions include 1) Curriculum development and educational institutions. 2) The development of the learning process. 3) Measured Assessment Check 4) Thedevelopment of the media, innovation and research 5) Support thedevelopment oflearning source and facilitator. 6) The Muslims did the study. 7) The development of the system. The academic performance. The action steps of a network of academic Partnership include 1) Create Bonds Agreement. 2) Coordination 3) The problem analysis. 4) Specify the target 5) Plan , create the plan. 6) Action Plans 7) Evaluate the results and the report. The features of the core network of Academic Cooperation include 1) Enthusiastic  2) Creative. 3) Knowledge and academic leadership  4) Have a good relationship. 5) Democracy 6) Have responsibility 7) Have commitment.
