การพัฒนาโมเดลเชิงสาเหตุของปัจจัยที่มีอิทธิพลต่อวัฒนธรรมคุณภาพโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ

Abstract

บทคัดย่อ การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนาและตรวจสอบโมเดลเชิงสาเหตุของปัจจัยที่มีอิทธิพลต่อวัฒนธรรมคุณภาพโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือกับข้อมูลเชิงประจักษ์ การดำเนินการวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่หนึ่งการสร้างกรอบแนวคิดการวิจัย โดยการวิเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์ผู้ทรงคุณวุฒิและการศึกษาโรงเรียนดีเด่น ระยะที่สองการตรวจสอบสมมติฐานการวิจัย ซึ่งเก็บรวบรวมข้อมูลโดยการใช้แบบสอบถามชนิดมาตราส่วนประมาณค่า มีค่าอำนาจจำแนกระหว่าง .25-.76 และค่าความเชื่อมันเท่ากับ 0.98 กลุ่มตัวอย่างประกอบด้วย ผู้บริหารโรงเรียน ครูผู้สอนที่เป็นหัวหน้ากลุ่มงาน หัวหน้าสายชั้นหรือหัวหน้ากลุ่มสาระการเรียนรู้ ในภาคตะวันออกเฉียงเหนือ สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน รวมทั้งสิ้น จำนวน 1,621 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูป  เพื่อหาค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และใช้โปรแกรม LISREL ในการวิเคราะห์องค์ประกอบเชิงยืนยัน และตรวจสอบความสอดคล้องระหว่างรูปแบบเชิงสมมติฐานกับข้อมูลเชิงประจักษ์ ผลการวิจัยพบว่า 1. โมเดลเชิงสาเหตุของปัจจัยที่มีอิทธิพลต่อวัฒนธรรมคุณภาพโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือประกอบด้วย ปัจจัยด้านการพัฒนาทรัพยากรมนุษย์ การเสริมสร้างพลังอำนาจ การยกย่องและการให้รางวัล และการประเมินคุณภาพ 2. การตรวจสอบความสอดคล้องของรูปแบบที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ พบว่ามีความสอดคล้องกับข้อมูลเชิงประจักษ์ มีค่าสถิติวัดความกลมกลืน คือ (Chi-Square=1618.64, df=11445, P-value = .0070, RMSEA=1.00, GFI=.97, AGFI= .96, LSRl = 0.13) โดยปัจจัยการพัฒนาทรัพยากรมนุษย์ การเสริมสร้างพลังอำนาจ การประเมินคุณภาพ การยกย่องและการให้รางวัล การจัดการเชิงกลยุทธ์ และการทำงานเป็นทีม สามารถร่วมกันอธิบายความแปรปรวนของวัฒนธรรมคุณภาพโรงเรียนประถมศึกษาได้ร้อยละ 41   คำสำคัญ: โมเดลเชิงสาเหตุ วัฒนธรรมคุณภาพของโรงเรียนประถมศึกษา   Abstract The objectives of this study were to develop a causal relationship model of factors affecting quality culture of primary schools under the Office of the Basic Education Commission in the North-eastern Region of Thailand and to examine the developed model with the empirical data, as well as to study the effect of factors affecting quality culture of primary schools. The study was divided into 2 phases. Research conceptual framework construction was carried out in the first phase by analysing relevant documents and researches, interviewing experts and conducting a case study on distinctive schools while research hypothesis test was done in the second phase. Data was collected by the implementation of a 5-level rating scale questionnaire with discrimination power between 0.25 - 0.76 and reliability value at 0.98. Sample group consisted of 1,621 school directors, sub-division head teachers and grade level head teachers or head teachers of academic departments in schools under the Office of the Basic Education Commission in the North-eastern region of Thailand, selected through multi-stage sampling. Computer software was employed in data analysis to determine frequency, percentage, mean, standard deviation and Pearson’s product moment correlation coefficient, while confirmatory factor analysis and goodness-of-fit examination between the hypothesis model and empirical data were achieved with the help of LISREL. The study yielded the following results: 1. The developed causal relationship model of factors affecting quality culture of primary schools under the Office of the Basic Education Commission in the North-eastern Region of Thailand comprised the factors on human resources development, teamwork, strategic management on quality, empowerment, praise and reward and quality assessment. 2. From the examination, the developed model showed goodness-of-fit with the empirical data (Chi-Square=1618.64, df=11445, P-value=.0070, RMSEA=1.00, GFI=.97, AGFI= .96, Largest Standardized Residual = 0.13).
