การพัฒนารูปแบบการบริหารจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา

Abstract

บทคัดย่อ การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพและความต้องการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา 2) พัฒนารูปแบบการบริหารจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา 3) ประเมินรูปแบบการบริหารจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา โดยใช้การวิจัยและพัฒนา (Research and Development) กลุ่มตัวอย่าง เป็นผู้เกี่ยวข้องและผู้ใช้รูปแบบการบริหารจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 4 สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 20 คน ได้มาโดยการเลือกแบบการสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการวิจัยครั้งนี้คือ 1) แบบสัมภาษณ์สภาพและความต้องการด้านสารสนเทศ 2) แบบสัมภาษณ์แบบมีโครงสร้างเกี่ยวกับองค์ประกอบรูปแบบ 3) แบบสอบถามเกี่ยวกับองค์ประกอบรูปแบบ 4) แบบประเมินความเหมาะสมของรูปแบบ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน  ค่ามัธยฐาน และส่วนเบี่ยงเบนควอไทล์ ผลการวิจัยพบว่า สารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา มีการดำเนินการจัดระบบสารสนเทศมีลักษณะเป็นวงจรตั้งแต่การเก็บรวบรวมข้อมูลการตรวจสอบข้อมูลการประมวลผลข้อมูลการจัดเก็บข้อมูลการวิเคราะห์ข้อมูลและการนำข้อมูลไปใช้ซึ่งต้องกระทำทุกขั้นตอนครบวงจรจึงจะได้สารสนเทศ    ที่มีคุณภาพเพื่อประโยชน์ในการบริหารงาน  การจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษามีปัญหาคือความไม่เป็นไปตามความต้องการหรือปฏิบัติงานแล้วไม่ได้ตามเกณฑ์ที่กำหนดตามวงจร ความต้องการในอนาคตด้านสารสนเทศมีความจำเป็นอย่างยิ่งในการนำมาใช้ในการบริหารสถานศึกษา คือ ใช้ในการวางแผน กำหนดนโยบายแก้ไขข้อบกพร่องของหน่วยงานรายงานผลและประเมินผลรวมทั้งรายงานความก้าวหน้าทางการศึกษา สำหรับข้อเสนอแนะอื่น ๆ ควรมีการติดตาม ประเมินผลการใช้ และแสวงหาความร่วมมือกับองค์กรภายนอก มีนโยบายในการบริหารงานที่ชัดเจน และบุคลากรต้องพัฒนาตนเองให้เหมาะสมกับงาน  รวมทั้งผู้บริหารต้องมีความรู้และความเข้าใจด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา องค์ประกอบรูปแบบการบริหารจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษาประกอบด้วย 6 องค์ประกอบ ได้แก่ 1) ด้านการวางแผน 2) ด้านการจัดการองค์กร 3) ด้านการอบรม4) ด้านการนิเทศติดตาม5) ด้านการวัดและประเมินผลและ 6) ด้านทรัพยากร รูปแบบการบริหารจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษาในภาพรวมมีความเหมาะสมอยู่ในระดับมากทุกด้าน คำสำคัญ: การบริหารจัดการ สารสนเทศ มัธยมศึกษา Abstract This study aimed 1) to study the conditions and needs of information technology for secondary school 2) to develop of administration information technology Model 3) toassessment administration information technology model research and development. The questionnaires were instrument in this study which was divided into 4 types: 1) The conditions and the needs information technology questionnaire 2) The structure of composition questionnaire 3) Questionnaire type 1- 3 which was about composition model 4) Evaluation form for appropriate model. %). The collected data was analyzed by percentage, mean, standard deviation, median, and Quartiles. The result of this study found that , Information technology for secondary school has operation of information technology management which was the characteristic of cycle for data collection, looking into information, assessment the database, storage, analysis, and practical information which they were done every process. As a result, they were technology information which had quality and usefulness for administration, Information technology management for secondary school. However, there was a problem which was unapproved or operation that was not criteria for cycling specification. The need for the future in information technology was very important for education administration which was used in planning, policy specification, solving problems in office, result and evaluation including to the report of progress in education. Besides, it should be paid attention, assessment for using and searching cooperation (MOU) with external organization. There was policy for administration clearly and the staffs had to developthemselves appropriately with working. Then the executives had to have knowledge and understand in information technology for secondary school. The composition of administration information technology model for secondary school which was divided 6 compositions: 1) Planning 2) Organization 3) Training 4) Supervision 5) Assessment and Evaluation and 6) Resources. The result of developing model  was examined by  17 the experts by Delphi Techniquefor three times which were by median and range of quartiles in each subject that was 4.00 – 5.00 median in every subject and the range of quartiles 0.001 – 1.50 subject.
