การจัดการความปลอดภัยและอาชีวอนามัยสำหรับอู่ซ่อมรถยนต์

Abstract

บทคัดย่อบทความนี้มีวัตถุประสงค์เพื่อนำเสนอรูปแบบการจัดการความปลอดภัยและอาชีวอนามัยสำหรับอู่ซ่อมรถยนต์ ซึ่งเป็นการจัดการใน  4 องค์ประกอบหลัก ได้แก่ 1) Man ในส่วนของเจ้าของกิจการ ต้องดำเนินการตาม หลักการ 3 E คือ Engineering Education และ Enforcement ส่วนช่างนั้นควรร่วมกันแก้ไขปัญหาความไม่ปลอดภัยในการทำงานผ่านกิจกรรม 5 ส  โดยเน้นการจัดระเบียบเรียบร้อย ความสะอาดและความปลอดภัย ในสถานที่ทำงาน  และกิจกรรม QCC เพื่อความปลอดภัย 2) Machine เพื่อให้มั่นใจว่าเครื่องมือ เครื่องจักร อยู่ใสภาพที่พร้อมใช้งานไม่เกิดปัญหาเสียหาย ก็ต้องบำรุงรักษา ตามขั้นตอน ดังนี้ คือ (1) การขึ้นทะเบียน (2) จัดทำแผนบำรุงรักษา และ (3) ดำเนินการบำรุงรักษา ทั้งการบำรุงรักษาด้วยตนเอง การบำรุงรักษาตามแผน  รวมถึงการพัฒนาทักษะการปฏิบัติงานและการบำรุงรักษา เพื่อเป็นการลดความสูญเสียและเพื่อความปลอดภัยในการทำงาน 3) Material  ต้องมีการจัดการและการเก็บรักษาวัสดุอย่างมีประสิทธิภาพ เพื่อให้การเบิกใช้สะดวกช่วยให้พนักงานปลอดภัย และ 4) Method  ซึ่งการจัดการความปลอดภัยในขั้นตอนของกระบวนการทำงานนั้นควรคำนึงในทุกขั้นตอนและควรมีการวิเคราะห์ขั้นตอนการทำงานและแก้ไขอันตรายในทุกขั้นตอน และต้องควบคุมทั้งก่อนทำงาน ระหว่างทำงาน และหลังทำงาน ทั้ง 4 องค์ประกอบ เป็นสิ่งสำคัญในการนำมาใช้จัดการความปลอดภัยและอาชีวอนามัยเพื่อให้เกิดความปลอดภัยสูงสุดแก่ผู้ปฏิบัติงานในอู่ซ่อมรถยนต์ คำสำคัญ: การจัดการความปลอดภัย,อาชีวอนามัย,อู่ซ่อมรถยนต์Abstract:    The purpose of this article was to present a model of safety management  and occupational health for the garages. The management for safety can be classified into 4 main principals 1) Man: according to the owners, the procedures are based on 3E principals namely Engineering, Education, and Enforcement and according to the technicians; they find the solutions to solve the problems about the safety through activities which are focus on the management, cleanliness, safety, and QCC activities for safety.  2) Machine: to confirm that the machines are ready to use without the problems so the maintenance should be in the steps as follow 1. Registration 2. Maintenance plan 3. Maintenance in process such as self-maintenance, planned maintenance, and the development of maintenance and operation skills for safety at work.  3) Material:  the effective stuff management so that it can be easily accessible and safety. 4) Method: the management of safety which all steps of the management should be in concern such as an analysis of the operation and the solutions.  The management of safety should be in control into pre-working, during-working and post- working. All 4 principals of Man, Machine, Material, and Method are important for consideration for the safety management and occupational health to all workers in the garages. Keyword: Safety Management, Occupational Health, Garages
