Abstract

แนวคิดและเกณฑ์ประกันคุณภาพการศึกษา เครือข่ายมหาวิทยาลัยอาเซียนในระดับหลักสูตร กัญญดา อนุวงศ์, อาจรี ศุภสุธีกุลสาขาวิชาเภสัชกรรมสังคม คณะเภสัชศาสตร์ มหาวิทยาลัยศรีนครินทรวิโรฒ ภาควิชาวิศวกรรมเครื่องกล คณะวิศวกรรมศาสตร์ มหาวิทยาลัยศรีนครนทรวิโรฒบทคัดย่อระบบประกันคุณภาพการศึกษาเครือข่ายมหาวิทยาลัยอาเซียนในระดับหลักสูตร (AUN-QA)ได้รับการพัฒนาขึ้น เพื่อตอบสนองความต้องการจำเป็นในการพัฒนาและประกันคุณภาพการจัดการศึกษาระดับอุดมศึกษาของกลุ่มประเทศสมาชิกอาเซียน ซึ่งมีความหลากหลายทั้งในรูปแบบ วิธีการ และพัฒนาการ ให้เป็นมาตรฐานเดียวกันและมีการพัฒนาปรับปรุงอย่างต่อเนื่อง เพื่อยกระดับคุณภาพของบัณฑิตให้ตอบสนองความคาดหวังของตลาดแรงงานสนับสนุนเคลื่อนย้ายนักศึกษาและแรงงานคุ้มครองผู้บริโภคของสถาบันการศึกษาและสร้างโอกาสในการแลกเปลี่ยนนักศึกษาและความร่วมมือระหว่างประเทศอาเซียนมีหลักการสำคัญคือผลักดันการจัดการศึกษาที่ใช้ผลลัพธ์การเรียนรู้เป็นฐาน หรือ Outcome-Based Education(OBE)ส่งเสริมการปรับปรุงพัฒนาการจัดการศึกษาอย่างต่อเนื่องด้วยวงจรคุณภาพ Plan-Do-Check-Act (PDCA)และไม่กำหนดวิธีการหรือเครื่องมือในการทางานให้หลักสูตร แต่กำหนดเพียงประเด็นสำคัญที่จาเป็นสาหรับคุณภาพของการจัดการศึกษาเท่านั้น เป็นระบบการประกันคุณภาพการศึกษาที่มีการปรับปรุงและพัฒนาอย่างต่อเนื่องระบบล่าสุดคือ AUN-QA Version 3.0 ซึ่งกำหนดเกณฑ์ประกันคุณภาพไว้ 11 เกณฑ์หลัก ภายใต้เกณฑ์หลักจะมีคาอธิบายสาระของเกณฑ์รวม 62 ประเด็น และแต่ละเกณฑ์หลักจะประกอบด้วยเกณฑ์ย่อยซึ่งอาจมีจานวนไม่เท่ากันสาหรับแต่ละเกณฑ์หลักรวม50เกณฑ์ย่อยสาระของเกณฑ์ครอบคลุมการจัดทาผลลัพธ์การเรียนรู้ของหลักสูตรให้ตอบสนองข้อกำหนดของผู้มีส่วนได้ส่วนเสีย การจัดทาหลักสูตร การจัดการเรียนการสอนและการประเมินผู้เรียนโดยใช้ผลลัพธ์การเรียนรู้เป็นฐาน การกากับและพัฒนาคุณภาพของทรัพยากรในกระบวนการผลิตบัณฑิต ซึ่งรวมอาจารย์ บุคลากรสายสนับสนุน บริการที่จัดให้แก่ผู้เรียน และวัสดุอุปกรณ์สถานที่และสิ่งสนับสนุนอื่นที่จาเป็นในการจัดการศึกษา และการติดตามและปรับปรุงคุณภาพผลผลิตของการจัดการศึกษาปัจจุบันในประเทศไทยมีหลักสูตรอย่างน้อย 1,742 หลักสูตรใน 11มหาวิทยาลัย ที่มีการใช้ระบบ AUN-QAคำสำคัญ: ระบบประกันคุณภาพการศึกษาเครือข่ายมหาวิทยาลัยอาเซียน,การจัดการศึกษาที่ใช้ผลลัพธ์การเรียนรู้เป็นฐาน, วงจรคุณภาพ, การประกันคุณภาพการศึกษาภายในระดับหลักสูตร AUN-QA Concept And Criteriaat Programme Level KunyadaAnuwong, AjareeSupasuteekul Department of Social Pharmacy, Faculty of Pharmacy,Srinakharinwirot University Department of Mechanical Engineering, Faculty of Engineering, Srinakharinwirot University Abstract: ASEAN University Network Quality Assurance (AUN-QA) system at a programme level has been developed in response to the demand and need for the improvement of higher educationquality and quality assurance among ASEAN countries. The AUN-QA ultimate goal is the standard and continuous improvement of ASEAN education quality and QA among ASEAN countries which differ and vary in pattern, methods and development. AUN-QA objectives are to increase the graduates’ quality to meet the ever-changing demands of the industry, support the student and labor mobility, protect the HE consumers, and increase the opportunity for student exchange and other collaborations among ASEAN countries. AUN-QAis based on the Outcome-Based Education (OBE)principle, and the quality enhancement through the Plan-Do-Check-Act (PDCA) or quality cycle. In addition, the AUN-QA is a non-prescriptive system which does not specify working methods or instruments for a programme. It merely establishes the areas necessary for maintaining education quality. AUN-QA system itself has been developed and improved continuously through its learning process. The current system is AUN-QA version 3.0 which consists of 11 criteria and 62 criterion areas. The number of sub-criteria for each criterion varies, with a total of 50 sub-criteria for the whole system.The criteria cover the development of expected learning outcomes for a programme to reflect the stakeholders’ needs; the alignment of the curriculum development and publication, the teaching and learning approach, and the student assessment to the programme learning outcomes; and the quality enhancement of inputs or resources of the programme such as academic and support staff, student services, facilities and infrastructure. Finally, the criteria involve the monitoring and improvement of the programme outputs. AUN-QA has been used for internal quality assurance in at least 1,742 programmes among 11 universities/higher education institutes in Thailand.
