The purpose of this research was to find and compare the actual and desirable characteristicsof referee in the opinions of organizing committee, team managers and athletics in the 15 th AseanUniversity Games. Four aspects of characteristics were considered, which were the aspects ofcharacteristics, knowledge, ability to referee, human relationship. The 200 samples from multistagerandom sampling consisted of 11 organizing committees, 24 team managers and 165 athletics. Thedata were collected by the researcher’s constructed questionnaire and interview with the reliability of .93. The data were then analyzed in terms of percentage, mean, standard deviation, t-test, One wayANOVA, LSD test was calculated with an alpha level of .05 for all statistical tests.
