Abstract

The Functional Competence Scale for Quality Managers in Thai Higher Education InstitutionsAbstract This research aimed to develop a functional competence scale representing quality, while maintaining validity and reliability. The exploratory sequential design of the method as a mixed-method study was chosen. The format and content of the scale instrument were initially developed through an in-depth interview and literature review in the first phase that found 6 crucial competencies which can be observed by 25 items. The content analysis was done by researchers and the validity of the content was verified by fifteen research experts and quality assurance experts, who found that the index of item-objective congruence measured 0.80-1.00. Then, the questionnaire was refined based on a pilot study which was conducted with 32 quality managers, finding a reliability of 0.73-0.92. In the second phase, a sample of 261 quality managers in 65 universities was analyzed. The findings revealed that the reliability of the second phase was 0.96 and second-order confirmatory factor analysis shows the remaining 13 items confirm the scale’s construct validity as well (χ2 = 73.35, df = 59,   p=0.09, χ2/df = 1.24 CFI = 0.99, RMSEA = 0.03).   Keywords: Functional competence scale, Quality manager, Higher education institution
