Abstract

The Study of Needed and Necessary Competencies of Government Administrators for Conflict Management  Abstract   This research aims to study the characteristics process and cause of conflicts taking place within the government organization context. To study the required competencies for conflict management of executive in governmental organizations in Thailand, This research is qualitative study. The key informants are executive officers and use purposive sampling from 5 governmental organizations (Ministry of Environment and Natural Resources, Ministry of Public Health, Ministry of the Interior, Ministry of education, Ministry of Social Development and Human Security) including 26 cases. The data analysis is done using content analysis approach. The results showed 6 characteristics of executive conflicts taking place within the government organization context, 1) Structural, 2) Revolutionize, 3) Direct, 4) Indirect, 5) Biased, 6) Effects of differences. The Process can be divided into 3 different stages: Primary, Behavioral Expression and Final. On the causes of conflict are 9 causes including 1) non transparency policy 2) unclear organizational structure 3) focusing on rivalry by lack of respects for others 4) use of improper executive 5) feeling against 6) aging gap 7) unclear communication 8) lack of adaptation and collaboration in the workplace and 9) uncomfortable situation or environment. The analysis on the required competencies for conflict management of executive in governmental organizations can be concluded into 1) Communicational competency 2) Personality competency and 3) Management competency, for the competence need of conflicts management in executive are 1) Win-Win thinking 2) problem monitoring and control 3) associating communication 4) convincing communication and 5) searching of facts.   Keywords: Competencies, Conflict management, Governmental Organizations Executive
