Abstract

The objective of this research was to study the implementation and problems of thedevelopment of information literacy skills in Governmental Higher Education Institutions, whichincluded educational policy, management factors, infrastructure of information and communicationtechnology, libraries, learning and teaching methods, curriculums, educational collaboration,activity/implementation techniques, and students. This research is part of the development ofinformation literacy guidelines for Governmental Higher Education Institutions. Subjects were51 administrators whose jobs are differently at the policy and the implementation levels fromnine public higher educational institutions. The Stratified Multi-stage Cluster Sampling was usedto draw the sample. Data were collected through interviewing.The research showed that: 1) Regarding the development of information literacy skills,every education Institution has implemented the written policy and designed programs of libraryorientation and the training of information searching, to inculcate information literacy skills instudents. Besides, information literacy skills were offered directly as a compulsory course forevery student, and indirectly as an integrated skill into other courses. 2) In terms of problems,these following four areas were addressed as major problems. The learning and teachingmethods leaned towards content rather than skill practice. The number of competent instructorsin this area was limited. Curriculums were not timely updated and only a few courses hadintegrated information literacy skills therein.
